Last week the NCC proudly announced the launch of Digital Engineering Technology & Innovation (DETI), a strategic programme of the West of England Combined Authority delivered by the National Composites Centre (NCC) in partnership with industry, which aims to transform engineering for the digital era and inspire the next generation of engineers. 

We’ll be creating a new, diverse engineering community and establishing advanced digital tests beds across the region with one purpose in mind: to investigate, develop & demonstrate the application of advanced digital methods, tools, processes and skills needed to engineer sustainable products of the future and build a more resilient business enterprise.

This isn't just about composites, or only relevant to aerospace. It is also not only about product design or only I4.0 manufacturing.  It’s about demonstrating where digital technologies can advance how products and processes advance and become smarter and how businesses can benefit from digital across the whole life cycle of the product (Design – Manufacturing – In-service)

We’re looking for a Infrastructure and Security Lead to be our subject matter expert on core infrastructure and security and to take a lead on thedelivery of IT on-premise and cloud infrastructure, security and Network projects within the step-changing DETI programme. 

You’re a key point of contact within DETI, owning the implementation and testing of wired and wireless 4&5G networking. You’ll demonstrate Quantum encryption data transfer, infrastructure, NCC machine connectivity and associated security solutions to our customers and internal stakeholders alike. You’ll lead all IT decisions on to the design, delivery, security and immediate support of the network and its supporting infrastructure at the NCC, and support the development and maintenance of the security strategy for DETI.

You have demonstrable knowledge of enterprise networking and 3GPP cellular solutions, and ideally have supported Cyber Essentials accreditation in a previous role. ROLE TITLE: Infrastructure and Security Lead DETI

Reports to: DETI Chief Solutions Architect

Budget: None

 

Key relationships:

Reports directly with DETI Chief Solution Architect, working closely with DETI PM’s and other members of the NCC digital Business Units and wider consortiums as a subject matter expert to develop, review and deliver infrastructure, networking and IT security solutions, whether on premise, cloud or hybrid.

Functionally reports into NCC IT Line manager as a critical part of the IT SLT & TDA, and liaising with all other UoB and NCC IT personnel i.e. Project manager lead, solution architects, service desk manager, facilities teams and Information Security Officers to ensure wide communication of changes and enablement of implementation of solutions.

Act as primary DETI point of contact, representing the NCC for on-premise and cloud infrastructure, networking and security related queries, at external engagements, liaising between the Programme Managers and their teams, Delivery Partners, and customers (existing and potential).

Interacting with specialist suppliers, IT consultants and any other infrastructure teams, internal or external to implement, test and support deployed solutions

 

ROLE PURPOSE:

The evaluation and development of networking solution is a backbone of digital engineering. Following NCC IT Processes, the role will take accountability for development and security of relevant on-premise and cloud infrastructure and networking solutions to be integrated into the NCC systems as part of NCC business strategy on Digital Engineering.

This role will specifically lead, in collaboration with Digital Business Unit consortium members, all IT decisions pertaining to the design, delivery, security and immediate support of network and its supporting infrastructure at the NCC, including utilising redundancy and high availability technologies. This will mainly involve taking ownership of the implementation and testing of wired and wireless 4&5G networking and demonstrating Quantum encryption data transfer, infrastructure, NCC machine connectivity andassociated security solutions within corporate & research IT networks.

 

MAIN ACTIVITIES:

As Infrastructure, Networking and connectivity Lead:

·       As subject matter expert on NCC core infrastructure and security, lead on the delivery of IT on-premise and/or cloud infrastructure, security and Network projects and BAU activity to meet IT & business priorities and strategies e.g. developing additional infrastructure, switching, firewalls, authentication, cloud services, Wi-Fi, re-tendering of services, 4/5G, IOT

·        Working independently or with other IT teams & partners, for the delivery of secure configurations for cloud and other integration systems, e.g. 5G testbed development, installation and support management, Azure, M365, AWS, customer or 3rd party partner systems.

o  This will include reporting on architecture, implementation and data security aspects related to use of public cloud.

·        Supporting Digital Engineering Solutions Architects and wider consortiums in identifying, implementing and testing IT solutions for the IT future state, technical challenges and business requirements this will include:

o  Working with the Procurement Team, technically review supplier quotes, statement of works and estimates to identify cost saving opportunities and ensure deliverables meet NCC requirements of cost, time & quality

o  Where required supporting generation of project documentation, such as PID’s, user communication, technical or test documents, as requested by the IT Security Lead or Project Manager, highlighting technical and project risks andissues, providing recommendations for mitigation and actioning them internallyor with suppliers

o  Ensure future state solutions are tested prior to implementation and release, ensuring defects are fixed and retested, and that any known defects being taken into the live environment have the required Executive Director agreement and approval in writing

·        Analyse and evaluate advances in network technology and related products. From this help to determine, recommend and implement strategies for this to improve performance and resilience of the NCC networks. Use this information to plan the future direction of the NCC’s network architecture.

As Security Lead:

·        Leads on the development, maintenance and implementation of the security strategy as related to new networking/infrastructure, engaging externally as appropriate on security matters relating to any digital transformation Project, specifically

o  demonstrates how Project security and resilience requirements will be met and maintained, adopts best practices and appropriate standards relating to security and relevant security policies

o  Manages security risk management, including identification and assessment of security threats and vulnerabilities and implementation of mitigations

o  derives proportionate testbed security architecture showing how the system will be protected;

o  identifies potential areas for security research and development, particularly areas relevant to 5G technology and 5Guse cases.

·        Ensure security decisions are taken at the appropriate level within the corporate governance structure, ensuring the Project complies with the legal obligations relating to security matters

·        Maintain close linkages with Testbeds and Trials Programme on security matters, particularly in relation to research and development opportunities, security gaps and learning outcomes e.g. participating in relevant security forums (such as the UK5G security sub-group) to share learning from the Project to improve security across the 5G Ecosystem.

Qualifications/Experience

·         Bachelor’s in computer science or suitable experience and technical qualifications

·         Proven experience of working in an 3rd line networking and / or security role.

·         Proven experience of managing complex IT networking and security implementations employing risk-based decision-making skills, balancing risk vs. delivery

·         Demonstratable awareness of commercial techniques in terms of managing supplier estimates and costs

·         Demonstrable expert knowledge of:

o   Enterprise networking

o   Network topologies and SIEM tools Vendor agnostic

o   Experience of 3GPP cellular solutions, such as 3G, LTE, LTE-Advanced or DAS systems, within an enterprise environment.

o   Radio coverage and capacity planning or propagation model experience, either Wi-Fi or 3GPP Cellular

o   Next generation firewalls

o   Cyber security essentia

Qualifications/Experience

Some experience or knowledge of the trends associated to the following

·         Understanding of 3GPP 5G architecture 

·         CCNA

·         DFS and high availability services for file share and SQL

·         iSCSI storage & Enterprise SAN infrastructure

·         Virtualisation clusters.
